Parakeet out of cage finger training?

I just got a new budgie yesterday. The Budgie is only about 4 months, 16 weeks. When I put my finger in the cage he is fine with going on my finger and sitting there. If you take him near the opening he goes back on the perch. If you do get him out of the cage he flys off your finger(his wings are clipped) and jumps on the ground and it is hard to get him back. If you put your hand near him sometimes he squawks. When he is on your finger in the cage he is perfectly happy and fine. I understand that he feels safe in his cage. How can i train him to be ok with being on your finger out of the cage?
