I want to send a taser to my girlfriend overseas?

My girlfriend lives overseas and she's in a constant struggle with several stalkers, and I want to send her a self defense weapon. I originally wanted to send pepper spray but it is not allowed in international packages (aerosols). I thought about using tasers but I don't know if I can send one. Knives are also a second option but I don't think she would know how to use one. Anyone else has opinions or suggestion?
