What is the best way to clean the gravel on a 3 gallon fish tank?

I'm a beginner who just purchased a 3 gallon deco tank. It comes with light and filter. I also purchased a heater along with it. I just want to know wha the best and most efficient way for cleaning the gravel in my tank. Does it really make sense to buy use a siphon (python mini siphon) on a 3 gallon tank? Would it make more sense to just partially remove some gravel and rinse it with treated water? Please advise.
